Funny I was going to include that in my caption but I figured my audience would notice it. What he is doing is illegal, one he is overloaded and he is supposed to provide helmets for his passengers. He is probable plying a route without police.
In Lagos Island he could pay a hefty fine for carrying kids like that and not providing his passenger with a helmet. If you are providing public transportation certain safety standards have to be met.
